Previously, he served as captain of the 25th district from February 2014 to March 2017 and captain of the 26th district from March 2009 to January 2014. As commander of the 25th and 26th districts, Cram worked to make the city safer and improve the connections between the police department and the community through new citizen groups, partnerships and social media.
