The final defendant was sentenced last week in the case of former city workers who ransacked four Northeast Philadelphia homes.
Lamont Williams, who had worked for the Community Life Improvement Program, was sentenced last week to 11–1/2 to 23 months of house arrest, according to online court records. Common Pleas Court Judge Karen Shreeves-Johns also sentenced Williams to five years’ probation. Earlier last month, Williams agreed to pay more than $13,000 in restitution to five victims.
Although he was one of the first CLIP workers to plead guilty to charges of theft, official oppression and other offenses, he was the last to be sentenced. Eight others already had pleaded guilty and been sentenced.
CLIP crew members Anthony Scarcia and William Roldan were sentenced to nine to 23 months in jail and five years’ probation in mid-October. Rycharde Sicinski, Henry Turrentine, Algie Cuffee Jr., his father Algie Cuffee Sr., Wilfredo Cintron and Jermaine Adderly received similar sentences that included short jail terms, probation and work release. The maximum sentence any received was three years.
They had pleaded guilty to taking property from homes in Tacony, Torresdale, Somerton and Frankford from mid-2006 to early 2008. They stole money, appliances, jewelry, furniture, clothing and guns when they were supposed to be securing and cleaning the buildings.
The defendants have agreed to pay the victims more than $108,000 in restitution. Assistant District Attorney Sharon Piper asked Judge Sandy L.V. Byrd to order the city to use the men’s city pensions to pay that restitution if the city seizes the pensions. The judge signed the order. ••
