Police charge 2, seize heroin in house raids

Philadelphia police arrested two men and allegedly seized heroin worth almost $100,000 in raids on two Lower Mayfair houses last Thursday night.

Officers from the Narcotics Field Unit North and FBI agents stormed residences on the 2100 block of McKinley St. and the 4100 Stirling St. at about 9 p.m. Inside the McKinley Street property, they found two men sitting at a table bagging heroin, said Sgt. Robert Friel.

Juan Reynaldo, 37, and Elpidio Garcia, 38, both lived in the house and were arrested on charges of drug possession, drug distribution, possessing drug paraphernalia and conspiracy.

Investigators allegedly found 3,291 packets of heroin stamped with a “Land Rover” label, as well as uncut “bulk” heroin with a combined street value of $98,862. They also found drug packaging, numerous other drug stamps, grinders and a substance used to cut the drugs into a larger quantity while diluting the potency.

Meanwhile, at Stirling Street, investigators found more stamps and more of the cutting substance. Officers and agents further searched two vehicles, including a 2007 BMW sedan that they also seized.

According to Friel, Officer Brian Myers led the probe, which began in December and involved the undercover purchase by authorities of 945 heroin packets. ••
