Senior volunteer group has a new project director

Bill England Appointed Project Director

Bill England has been appointed the new project director for the Philadelphia area’s Retired and Senior Volunteer Program.

Raechel Hammer, vice president of the Klein JCC, which sponsors the area’s RSVP program, said England will be responsible for the planning, programming and management of the senior non-profit volunteer organization that provides hundreds of volunteers for communal and civic projects throughout the city.

England, 50, succeeds Marcia Gross, who retired in November after 20 years at the helm.

Previously, England served as the director of the United Way of Southeastern Pennsylvania’s civic engagement department, including the regional volunteer center. He additionally spent several years in Washington, D.C., working on policy and advocacy efforts focused on improving access to health care, education and community building.

He also worked as a consultant and has extensive experience in program development, staff and volunteer management, fund-raising and community organizing. He holds a master’s degree in social work from the University of Pittsburgh.

Last year, 900 RSVP volunteers provided 45,000 hours of service to 95 non-profit agencies. They cooked and delivered 40,000 meals to homebound elders, tutored and mentored students in elementary schools, educated visitors to Philadelphia historic sites and museums, comforted frail elderly residents in nursing homes, educated the community about key environmental issues and taught English and citizenship to immigrants and much more.
