Moises Santiago, 27, was arrested Sept. 25 and charged with criminal mischief and possessing an instrument of crime. On Aug. 5 at about 4 a.m., three men were filmed by surveillance cameras as they spray painted graffiti on the side of Los Amigos Market at 1034 Foulkrod St.

Investigators released the video to the news media about a week later. Acting on a tip, officers from the 15th district went to Santiago’s home on the 1300 block of Kerper St. and arrested him. The other suspects have not been identified publicly. ••
