Fallen heroes: Firefighters stand to honor fellow firefighters Capt. John Taylor, 53, and firefighter Rey Rubio, 42, during a prayer service and wreath-laying ceremony held at Engine 28 in Port Richmond on Monday, Aug. 20. Taylor, a Northeast Philly resident and 32-year veteran of the Philadelphia Fire Department, and Rubio, a North Philly resident and 12-year veteran of the PFD, perished fighting a house fire in Port Richmond on Aug. 20, 2004. Patty-Pat Kozlowski and PROPAC work with Engine 28 each year to arrange the service. PROPAC led the fundraising to construct the memorial. The Rev. James Olson led the prayer service before blessing each firefighter’s hat with holy water.
