Novoa, a Juniata resident, was survived by his wife, Yolanda, and two daughters. He was a 27-year veteran of the department who worked in the 9th Police District.

The plaque was the 123rd dedicated to police officers and deputy sheriffs who died in the line of duty.

Speakers at the April 13 ceremony included FOP Lodge 5 President John McNesby, Police Commissioner Danielle Outlaw, state Attorney General Josh Shapiro and attorney James J. Binns, who addressed the Novoa family in English and Spanish. Binns founded the program in 2001.

Capt. Lou Campione, an FOP chaplain, offered the benediction.

The Philadelphia Police and Fire Pipes and Drums and a police bugler also were part of the ceremony. ••
