The Philadelphia Water Department wants to increase rates 10.6 percent over a three-year period.
The department will hold a public input hearing on Monday, April 30, from 6:30 to 8:30 p.m. at the Philadelphia Protestant Home, 6401 Martins Mill Road. ••
