Man killed after shootout with police in Frankford

A man is dead after he allegedly barricaded himself inside his house Thursday afternoon and fired at police in Frankford.

Three state parole officers went to the 4600 block of Hawthorne Street just after 1 p.m. to arrest Claude Fain, 47, for a parole violation relating to a recent domestic violence incident. Fain had previously been sentenced to parole for firearms violations in Rhode Island, police said.

Authorities said the officers spotted Fain on the block, and he ran into his house, telling them, “I’m going to kill all three of you (expletive).” He slammed the door and began firing at the officers.

After Philadelphia police arrived at the scene, Fain started shooting from a second-floor window, authorities said. Officers positioned themselves inside nearby homes that had been evacuated.

Police believe a shot fired by a SWAT officer struck Fain, who was pronounced dead at the scene just before 3 p.m.

Authorities discovered a revolver under Fain’s body and at least 13 shell casings from his bedroom. Two of the parole agents and nine Philadelphia police officers returned fire, according to police.

No officers or civilians were injured, authorities said.

Police established a perimeter around the scene, blocking many streets in the area east of Frankford Avenue. Several local schools, including Frankford High School and Warren G. Harding Middle School, were placed on “lock-in” during the incident.

The shootout was reminiscent of an incident in August when a man fired at police from a house in North Philadelphia. Six officers were injured in that standoff, which lasted nearly eight hours. ••
