Police have identified the victim in Monday afternoon’s shooting near Rowland and Ryan avenues as Jeffrey Carter, 65, of the 500 block of Strahle St.
At about 2:48 P.M., plainclothes police officers were on the 3300 block of Ryan Ave. when they heard gunshots. Police observed a suspect firing a handgun. He was immediately arrested, and the weapon recovered.
Carter, who was driving by the scene, was shot in the head and transported to Jefferson Torresdale Hospital, where he was pronounced dead at 4:40 p.m.
A second victim, a 16-year-old Hispanic male, suffered gunshot wounds to the head and neck. He is in critical condition at Jefferson Torresdale Hospital.
The Homicide Detective Division continues to investigate. ••
