Motorist still at large in Wissinoming hit and run

Philadelphia police have arrested one motorist but seek a second in connection with a pair of hit-and-run crashes that injured two young sisters on separate days this month.

The Philadelphia District Attorney’s Office alleges that Charles Mulhern, 23, of Mayfair, was behind the wheel of a white GMC sport-utility vehicle on March 7 at about 2:15 p.m. when it struck a 10-year-old girl as she walked along the 2400 block of Memphis St. in Fishtown. Mulhern fled the scene in his vehicle, authorities said. The victim was treated at St. Christopher’s Hospital for Children for a broken leg and facial injuries. In news media interviews, her father identified her as Sarah Givens.

On March 12, Mulhern walked to the 15th Police District at Harbison Avenue and Levick Street to surrender, accompanied by his attorney, Joe Kelly. Authorities charged him with causing an accident involving death or serious injury. The following day, Mulhern posted 10 percent of $75,000 bail and was released. He is scheduled for a preliminary hearing on April 1.

A separate hit-and-run case involving Sarah’s sister Kylie remains unsolved.

On March 9 at about 8:30 p.m., the 14-year-old victim was walking southbound on Cheltenham Avenue at Torresdale Avenue in Wissinoming when a white four-door sedan with tinted windows struck her and fled the scene before police arrived. Investigators believe that the motorist stopped momentarily before continuing northbound on Torresdale, then eastbound on Van Kirk Street.

The girl was taken to Aria Health-Torresdale with critical injuries, police said. Authorities have not disclosed her updated condition.
