Payne spent a decade as branch librarian before leaving for a similar job in Massachusetts.

Before he left, members of the community presented him with a certificate of appreciation.

Payne was active with the Tacony Community Development Corporation, even serving on its board of directors. He also assisted the Historical Society of Tacony and the Tacony Civic Association, including coordinating the annual Winterfest in December at the library.

In addition, he contributed modern images for the book Then and Now: Lower Northeast Philadelphia.

On Thanksgiving weekend in 2011, he opened the library on a Saturday to meet a contingent of Disston family members who were in the area touring the Disston Estate. ••
